Abstrak

Pemanfaatan hutan mangrove di Desa Jerowaru belum dilakukan secara optimal sehingga belum memberikan dampak signifikan terhadap perekonomian Masyarakat sekitar. Penelitian bertujuan untuk menganalisis secara terukur tentang perumusan model optimalisasi fungsi ekonomi hutan mangrove. Penelitian dilakukan dengan pendekatan mix method yaitu pendekatan kuantitatif dan kualitatif. Pendekatan kuantitatif menekankan pada kuantitatif deskriptif, sedangkan kualitatif melalui analisis strategi SWOT dan perumusan strategi melalui pendekatan Pentahelix. Dari  analisis SWOT, matriks IFAS dan EFAS dirumuskan strategi yang mengkombinasikan faktor internal yaitu kekuatan (strengths) dan kelemahan (weaknesses) dengan faktor eksternal yaitu peluang (opportunities) dan ancaman (threats). Strategi juga disusun berdasarkan perspektif peran dari aktor penting dalam pembangunan yaitu pentahelix (pemerintah, pihak swasta, perguruan tinggi, media, dan masyarakat). Adapun strategi optimalisasi fungsi hutan mangrove  antara lain (1) mengajak seluruh elemen untuk menjaga mangrove agar mendatangkan keuntungan ekonomi; (2) membangun kolaborasi riset dan edukasi pengunjung; (3) kerja partisipatif komunitas untuk konservasi dan menjaga keberlanjutan Kawasan mangrove; (4) proaktif menjemput anggaran untuk perbaikan infrastruktur dan fasilitas; (5) edukasi berkelanjutan tentang ekosistem mangrove bebas polusi/sampah; (6) perumusan kebijakan dan regulasi berbasis riset; (7) meningkatkan kesadaran Masyarakat lokal dan pengunjung tentang pentingnya proteksi mangrove untuk kebermanfaatan yang lebih lama (sustainability).
